Central position in Tuscany

Hi There,
My family and I are going to be in the Tuscany/Umbria region during October. I would love to position ourselves in a central position and spend about a week or so exploring the region without changing accommodation too much. But we wont have a car and it looks like public transport isn't the best.
We are keen to do some cooking and wine tasting and hopefully see the chocolate festival in Perugia.
Can anyone give me an idea on options?

Exploring without a car though not a simple matter is definitely possible, however keep in mind if you aren’t staying in a major hub like Florence, Siena or in this case in Arezzo makes a lot of sense for exploring Umbria, then you will highly restricted by the hours the local transportation has.

Therefore, I guess you might see where I am going with this response...you best bet is to stay in a major city where you have easy connections to buses and trains...Florence is probably the best choice, but as I mentioned both Siena and Arezzo are well connected and make excellent second options.
