9 days enough to explore Italy? First time visting..

I am planning a trip to Italy, March 2015, but was told its rather chilly at this time? I will be spending 2 nights in Paris and then heading into Italy. Ideally I would love to be able to spend some time in Venice, Tuscany, and Rome. Is there one city I should visit first and then head out to the others? What is the easiest way to move around in each?
I've had a couple of suggestions on where to stay in Rome and Venice, but need some help for Tuscany.
Any suggestions will be greatly appreciated :)
